The operating budget includes funding for State operations, such as expenses related to personnel, communications, travel, fuel and utilities, vehicles, contractual services, supplies and materials, equipment, grants, etc.

Capital Budget

The capital budget includes funding for State-owned facilities (e.g., hospitals, prisons, higher education institutions, etc.) as well as grants and loans to local governments and the private and non-profit sectors for improvements supporting State policy objectives (e.g., public schools, local jails, community health centers, water and wastewater infrastructure, acquisition of open space, etc.)
