Essential Functions: 

The Learning and Performance Specialist is responsible for assisting the Assistant State Court Administrator (ASCA) for the Judicial College and the Manager of the Department of Professional Development (MDPD) in executing all activities related to the full integration and maintenance of the Judiciary's proficiency-based education and training system (PBETS). This will include workgroup facilitation of subject matter experts to identify proficiencies that are CORE, Specialized, and Related to the specific job-classification. Developing complete and thorough design plans to be used to guide the selection and development of the Instructional Design Specialist(s) assigned to the program. Drafting behavioral-based and measurable learning objectives and program outcomes. Responsible for reviewing lesson outlines and prototypes to ensure adult learning best practices are being met. Providing insight as a subject matter expert on program evaluation and assessments.

Education: Bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in instructional design and course development for the adult learner.

Notes: Professional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge, Skills, and Abilities:

  • Knowledge of Microsoft Office, including SharePoint, Excel, Teams, and Project, instructional design applications (Articulate 360, Vyond, and Adobe Creative Cloud), and learning management systems.
  • Knowledge of virtual meeting platforms, such as GoToWebinar, and Zoom.
  • Knowledge of project management of large scale and complex educational projects.
  • Skill in developing competency-based instruction or performance-based training.
  • Skill in effective meeting facilitation, measured by the ability to have stakeholders reach consensus and develop product deliverables.
  • Skill in the design and development of self-propelled, online and instructor-led face-to-face courses.
  • Skill in writing and use of the English language.
  • Skill in writing formal learning objectives.
  • Skill in organizing and attention to detail.
  • Ability to develop action-oriented, practice-based, and activity-rich training curricula.
  • Ability to establish and administer instructional programs.
  • Ability to conduct research and analysis for course development.
  • Ability to analyze data and provide insight and recommendations to stakeholders.
