Purpose

Employee Medical Services is a unit in the Office of Personnel Services and Benefits in the Department of Budget and Management.  The Unit is responsible for monitoring statewide contracts for occupational medical services and applicant/employee drug testing.

Through a contractual agreement with the Department, Concentra Medical Centers provides occupational medical services for applicants and employees in all State agencies.  The contract provides such services as:  pre-employment physicals, workability evaluations, fitness-for-duty examinations, US-DOT certified physicals and alcohol/drug testing, and medical surveillance examinations.

With regard to drug testing, the Department has contracts with a collection vendor to collect urine specimens and a SAMHSA-certified drug testing laboratory to test specimens of applicants/employees for the illegal use of drugs.  The drug testing program ensures compliance with the provisions of Executive Order 01.01.1991.16 - State of Maryland Substance Abuse Policy.  The collection and testing are conducted in accordance with federally mandated standards.
